In Penguin Solitaire the player is first dealt one card(called a "beak") in the first column.
This card will be the first card of one foundation and all other cards with the same rank are placed at the other three foundations.
Remaining cards are dealt into 7 columns, each column containing 7 cards.
The game also has 7 cells which can be used to hold one card each during the game.
The objective of the game is to build the foundations up in suit up to the card that is a rank lower than the beak.
Tableaus are build down by suit, wrapping from Ace to King if necessary.
Once a card is played on a foundation, it can't be removed.
One card or a sequence of cards in same suit can be moved from one tableau to another tableau.
One card from the tableau can be moved to an empty cell, or a foundation.
An empty tableau can be filled with a card one rank lower than the beak or a sequence of cards starting with a card one rank lower then the beak.
